Often it happened because at some point, people got sick and tired of reading endless submissions to some threads on general conferences, so those who wanted to keep the discussion going formed their own specialty conference. At other times, it was recognized that certain topics could only be discussed frankly among a subgroup of devotees due to issues around Vaisnava etiquette (e.g. granddisciples shouldn't have to see the godbrothers of their gurus criticize their gurus - which can happen on the SP disciples' conference), or some people needed a more confidential, safe forum to have meaningful discussions (which is why we formed the IWC and the Child Abuse Prevention conferences). A third type of subgroup may be people who *only* want to read texts on a certain topic (e.g. Arcana) and don't want to have to wade through tons of texts on other unrelated topic to get answers to their Deity worship questions. I'm sure there are more reasons but those are some common ones. Apparently the general VAD enthusiasts don't mind reading about gardening - at least not yet.
