I can offer you my understanding based on quite a few conversations with older devotees whom I trust and who associated closely with NM for a considerable amount of time. And attached to this text I'm sending the article of Agrahya Prabhu (disciple of Srila Prabhupada) called "Sri Srimad B.V. Narayana Maharaja and Reinitiation". The idea of re-initiating any of Prabhupada's discipes is completely bogus. One who proposed it should tell us the names of such disciples. Maharaja never did it. He only gave diksa mantras to some of Prabhupada's disciples who have deviated from their devotional practices for some time and, according to sastra, must receive diksa mantras again. But they still are disciples of SP and not those of NM. I suppose no sane disciple of Srila Prabhupada would even think of giving up their diksa-guru. Also as a siksa guru NM has the right to explain the meaning of both mahamantra and diksa mantras to his siksa disciples some of whom are diksa disciples of SP. As for the disciples of other gurus, there were many instances when devotees asked their diksa-guru for permission to take siksa from or simply association of NM or other advanced senior vaisnavas, and the diksa-guru said "no" without giving any proper philosophical explanation. In such a case, as stated in Jaiva Dharma, the disciple may reject his diksa guru and take shelter of that advanced vaisnava because his diksa guru is envious of the vaisnavas and has the false ego. So the devotees did it and NM had to give them shelter. Why should he be blamed for that? You should examine each individual case of "reinitiation" which in most cases is real initiation. NM is not at all in a mood of collecting disciples or anything as some propose, but rather in the mood of helping devotees and giving them spiritual shelter.
