I'm Folio-less, so please give the full reference if it is from any text other than one of Srila Prabhupada's major books (BG, SB, CC, Iso., No'D, No'I, etc.). If it comes from Chanakya Pandita (which some seem to have implied), then it is the opinion of a mortal, not shaastra (though it may nevertheless be correct).
