If that's what you perceive, then it was unintentional. I simply queried the Vedabase for words "children", "marriage", "abominable" and "bad" to get the exact quote but without success. I know that people in India still follow dharma to a large extent and this topic is important for them. Such quotes I found during my search and summarized them in my 2-sentence answer clarifying that it pertains to the dharma-level (like e.g. Canakya's maxims), not necessarily para-dharma (KC). And subsequent quotes from Prabhupada's correspondence with Satsvarupa M. (text #8124661) show that Prabhupada preferred para-dharma approach, at least in his case.
