It means "Exceedingly harsh; very severe." I don't think that it is offensive to call draconian your proposed stricture of ISKCON sannyasi gurus no longer giving initiation to Vaishnavis nor even speaking to them, especially when our Founder-Acarya did exactly the opposite in words and deeds. I do not think that we can generalize to such a degree as you do in your statements. It's a more complex issue than just the gurus' wrong dealing with their women disciples. For instance, what if the sannyasi-gurus who fell down did so because of VAISHNAVA APARADHAS, and not because of "their perversion of their relationship with their women disciples?" After all, Krishna gives all protection to his surrendered devotees. However, He no longer gives His protection to devotees who commit Vaishnava aparadhas. The gurus' fall downs could have therefore well have been primarily caused by Vaishnava aparadhas. Their subsequent illicit connections with women would therefore have been a symptomatic outcome of those aparadhas, and not the actual cause of their falldown. Therefore to go from there to say that no more Vaishnavis in ISKCON should never again be initiated and that the only contact they could ever hope to have with sannyasis is by listening to their cassette tapes is, again, draconian, in my humble opinion. I am confident that MANY chaste initiated Vaishnavis (if not all of them) in the ISKCON world would agree with me on this point. Sure; let's protect the sannyasis more. But let's not change the principles that Srila Prabhupada established.
