This is because at the beginning of a new cycle of creation, the world is overcome with water and everything is flooded. The aquatics are the only ones who survive the devastating waters, and therefore they are the first in the list. In any case, even if the above sentence is not true, the list is not made according to the mundane scientists conception of things. Therefore we have no problem with the proper understanding that first come aquatics and then plants. After all, birds are more mobile than most beasts, and they are lower in the line.
