In ISKCON VAD we will all be vaisnavas and all following the vaisnava regulations, but we will have different forms of service within the society and thus there will be different rules for relating with others. If the outside world also likes to follow VAD then they would almost certainly accept the concessions within the VA system for sense gratification since they are mainly concerned with dharma-artha-kama-and hopefully- moksa as well.
