One can do this if his faith and intelligence feel that this is required. But when there are scarcities and famine, there will also be many people looking for food and eager to steal what you have. Then you need a storehouse of weapons and ammunition, as well as guards for your stock. Very complicated. Ultimately, we do have to depend on Krsna. Our communities can also stock for some months and use it up gradually while replacing it regularly since that is anyway a procedure for purchasing in larger quantities.
