He is an aspirant, or a candidate for bhakti. The more he follows the process, the more he follows the principles of vaidhi bhakti, the closer he comes to becoming recognized as a devotee. There are degrees in everything, and in sadhana as well. Any portion of sadhana which is performed is also sadhana, but when one is fully engaged according to the sadhana principles, he is a totally devoted soul.
