The actual quote is about those who _think_ themselves liberated in the brahman, but who are actually not really 'liberated' since they 1) Have impure intelligence, 2) Fall down again due to neglecting the service to the Lord. Although such persons MAY attain the platform of brahman, because of these two faults, they cannot be considered actually liberated, and therefore cannot remain in that atmosphere and fall down, even though they may have attained this state temporarily. The impurity is that they think that one can be liberated while making the biggest mistake of thinking that one can avoid the Lord's lotus feet and service. This is especially the problem with the mayavadis who are NEVER liberated while in their false philosophical understanding. Those who are actually situated in brahman are not impure, but neither do they actively neglect the service of the Lord; they are not in a situation where they can actively engage in that service due to their particular desires. Or maybe their 'service' is to act as an effulgence for the Lord's pleasure, or some spiritual particle in His pastimes?
