While scientists helped with cloud seeding, regions reeling under a water shortage accused each other of stealing clouds. The row got particularlyheated in cities in the central Henan province. "The practice has caused considerable controversy in recent days, with some saying that one area's success with rain has meant taking moisture meant for one place and giving it to another," said the newspaper 'The China Daily. Officials in meteorological departments too got into the act.
