You have to press "Alt;" without pressing the Shift key even if normally (on a non-US keybord) you have to press the Shift key for ";". Then for diacritics press the ";" without pressing the Shift key. You may also use my WKEYSANS.EXE (KEYSAN12.ZIP in "Windows") which works with any keyboard layout.
