That completely depends in their Internet providers. Good providers try for a long time and if not successful inform the user that the message could not be delivered. Bad provider may not do that. What ever letters you sent during the offline time has sat in a folder waiting to get sent to the internet addresses. Because the server is back on line they have went to there destinations now. If some body has sent you a letter from a Internet address during that time the Com server was "OFF LINE" that letter will go back to there own address. This is from my own experiance.
