In case of the dial-up networking in Windows 95 or WfW 3.11 it's already working now, WinCOM can detect if a connection is already establish because Windows provides that information. But with other Winsocks like Trumpet it's quite difficult. First WinCOM would have to find out which Winsock has been loaded by the other program. Then there is another problem: As soon as a program begins using a certain Winsock it automatically opens the serial port and dials. Trumpet Window is such an example. Considering these difficulties and considering how easy it is to select a connection in the Login dialog box its not worth to program this detection in WinCOM.
