Varnasrama society is ment for civilized human beings. If you read from Srimad Bhagavatam what are the qualifications of civilized human beings and try to see how many of us have developed those qualities, you might get the answer why is so difficult to establish varnasrama. It seems like that chanting Hare Krsna didn't make people civilized human beings. So many people chant Hare Krishna but are far away from the qualities described in Srimad Bhagavatam. As far as I have seen chanting has made devotees more Krishna conscious, but we are still hovering around the hippy level when it comes to the qualities of civilized human beings. Ys.
