Who is Dr Hector Rosario, and what are his spiritual qualifications? That

would be my first question. Secondly, how long has he been in ISKCON; what

does he know of the instructions of Srila Prabhupada; what amount of time

has he spent involved in management in ISKCON; has he spent any time in a

temple; what spiritual training has he undergone. etc. That would be a

start.
