If has to done based on knowledge of markets, economy etc. People who say that a stock index will cross 10,000 or 12,000 are basing it based on astrology, general country chart and possbily other astro tools. But it goes back to fundamental question: One can say looking at a chart that -that person is very rish, rich, ordinary or poor. But one can never quantify the riches. My 2 cents..
