But isn't the GBC responsible also for enforcing its instructions also and to ensure that atleast the majority of devotees are following it. Ofcourse there are always a few rebellious souls but a good government means that it is able to enforce the laws. We just can't put the blame of the inefficiency of the government on a few rebelious citizens. Who allowed them to become rebellious in the first place? Infact now it has become the opposite in ISKCON. Majority are not satisfied with the way things are going on and do not care for the rules set by the GBC because they have lost the faith in the way GBC is functioning. If the rebels or unsatisfied people become more in number as compared to the loyals, it is the duty of the government to acknowledge it's weakness in enforcing the laws and to voluntarily step down for the benefit of the society.
