In his BTG essay (rsdtm.com), Ravindrasvarupa Prabhu mentions that both exist simultaneously in different time frames. There is also Jiva Gosvami on Srimad Bhagavatam 11.11.3: vastuto nitya-mukto'pi pratitito 'nadi-baddha iti yugapad ubhayatvam ghatata ity arthah. "Simultaneously, both are transpiring: the jiva is eternally liberated in substantive form and is bound without beginning". In this explanation, liberation is the revelation of that already existing form(s) of the soul, and not the sahjiya creation of a new one, additionally the idea of no fall is also preserved. ys Gerald Surya
