Srila Prabhupada appointed 11 devotees to initiate disciples, in other words, to become gurus. Keeping vainsnava etiquette in mind it was clear that this 11 devotees would initiate devotees on SP's behalf so far he (SP) was on the planet and it was also clear (until recently when the rtvik-disease infected ISKCON) that the same 11 would become regular gurus after SP leaves the planet. That is meaning of guru parampara. Also, since Srila Prabhupda made a GBC body (as his representative) and not a single acarya in ISKCON who could appoint more gurus (like SP did for those 11), eventually the GBC needed to give approval to more aspiring gurus to initiate their own disciples. These new gurus didn't have to act as rtviks like the 11 had to in the beginneing when SP was present (as a part of vaisnava etiquette), and this way we have many full fledged gurus in ISKCON. No need to add some whimsical titles for these gurus like officiating acarya and so on, the way the rtviks try to push in. I hope this is clear.
