With > travelling sankirtana we can distribute wherever we go, but not to the > emergency spot, like that." > > --letter to Jayapataka Swami, 28 September 1976 I don't any see any contradiction in the quotes of Prabhupada posted by HH Jayadvaita Maharaja and Mukunda Madhava Prabhu because both say that prasadam should be distributed in India from our temples & travelling sankirtana parties but not that we go to the emergency spot and do it. One of the reasons according to me why Prabhupada may have said this is because if we rush to the emergency spot it makes ISKCON look like a relief organization or something. Ofcourse that leaves the room open for ISKCON Bubhaneshwar to distribute prasadam widely to the affected people visiting the temple or around the temple and maybe other temples can send money for this kind of prasadam distribution from the Bhubaneshwar temple itself. Not that the Bhubaneshwar temple devotees have to go to the cyclone hit areas and do it. It seems from the quotes that this is the thing which Prabhupada may not have liked.
