I don't have a specific quote handy, but this can be inferred from the various

descriptions of KC rulers described in the Bhagavatam and elsewhere. Dhruva

Maharaja, Prthu Maharaja, Lord Ramachandra, etc were all very conscientious of

their constituents' needs, desires and concerns, so much so that Lord

Ramachandra banished his own wife Sita, who was faultless, to remove any

doubts about his character and ability to rule. "Caesar's wife must be above

suspicion," as Prabhupada would quote.

Another example: it required the assembled brahmanas to collectively organize

and depose Maharaja Vena. It is understood that Vena was not only atheistic

but violating the basic rights of the citizens.

Above and beyond that, being attuned to feedback is simply the basis for sound

managerial policy. Furthermore, the very principle of cooperation is

undermined by an insensitive or egomanic leader. I would suggest that this is

self-evident.

Respectfully,

Srila dasa

I do recall reading that an ideal Vedic kink holds open court and allows any

and all subjects to appear for the redress of grievances. I think a folio

search of "grievance" might pull up this purport.
