I have a Masters in Electrical Engineering, but I'm not a power specialist, so I don't have exact statistics here. I can tell you from gut feeling that the four hours figure is certainly not true. It may be cheaper to leave it running than to turn it off for four minutes, but certainly not four hours. Here's a quote from the Edmonton power company's web page: "It is a common myth that it takes more electricity to turn on a fluorescent light than to leave the light on or that switching fluorescent lights on and off will damage the ballast. Neither myth is true. While excessive switching may shorten the life of a fluorescent tube slightly the most efficient unused light is the one that is turned off!
