This is by personal instruction from Srila Prabhupada. In the temples in Vrndavana, Her feet are shown once a year on Gopastami (just passed), when She is dressed as a cowherd boy. I asked Ramabhadra if the pujaris can show Her feet on that day even if She is not dressed as a cowherd boy, and he said yes. The general principle is that Her feet can be shown once a year, preferably on Gopastami.
