If someone wants to offer some form of worship to the pictures of the Lord it can be done, but some advice from the spiritual master or some senior devotee should be taken on how to worship the Lord. It is considered a practice worship if one places uninstalled Deities on the Altar. One should observe basic norms of cleanliness and avoid all offenses. Some spiritual masters restrict their disciples from worshipping Deities until first initiation, but there is nothing specificly in scripture which restricts worshipping uninstalled Deities before first initiation. One shouldn't worship installed Deities prior to 2nd initiation. I hope this finds you blissful and healthy in Krishna consciousness.
