Each can engage in devotional service upto their capacity. One may have been a devotee previously in another life and therefore can advance quickly since he is actually taking up from where he/she left off. Someone else might have come to Krishna consciousness in this life at the same time, but previously they may have a different background. Also in this life one may be more enthusiastic or faithful or get some causeless mercy from Guru or Lord Sri Krishna. I hope this helps.
