When the soul is in sahujya mukti (liberation) it is filled with the overwhelming environment of spiritual energy on all sides. Thus the individual soul easily misunderstands itself to be the Lord or to be the Brahman although in actuality he is only one small particle of spiritual energy. So eventually the individual soul gets bored with nothing to do even though he is freed from the body. After sometime the soul falls down again to the material engagement and gets another chance to engage in devotional service.
