The two times are Gaura Purnima (sun-set/moon rise) and Janmastami (midnight). Srila Prabhupada said that this is because both are the appearance days of Lord Sri Krishna in His two forms as Lord Sri Krishna and Lord Sri Krishna Caitanya Mahaprabhu. So in India we do like that. I heard that it places outside of India they might not observe it and I have to information what Srila Prabhupada advised for them, but in India it is like this.
