These things are to be worked out in a cooperative spirit. Helping a disciple back to Godhead is a "team effort" in many ways so the Guru needs to be considerate of the other "team" members as well. That is the mood of the GBC. No where does it say that a TP can over-rule a guru. The legislation is written from another angle. That Guru's shouldn't overrule TP's or ignore them when dealing with disciples. Also that disciples shouldn't only be fanatical to follow their diksa guru and insult or ignore or disrespect the other vaisnavas and gurus that are helping them as well. What is being promoted is a more balanced approach which fits into our ISKCON family environment and which is more appropriate according to vaisnava etiquette. The guru routinely instructs disciples to cooperate with local authorities so suddenly why should the guru ignore them.
