Lord Siva is also a powerful controller in this material world and a powerful partial incarnation of Lord Visnu for the Mode of Ignorance. So in various sastras Lord Siva worship as a deva is also described for material benefits. This has confused some worshippers to understand the actual position of Lord Siva who himself is in the mood of a devotee of Visnu performing powerful acts in the Lord's service.
