If one is fasting on water then even taking water during that time is a kind of break-fast. We have never heard that the times are only for those observing nirjala, but for all those who are fasting according to one of the levels: 1) level one: no grains, beans, cereals 2) level two: only water 3) level three: nirjala-- not even water.
