Srila Prabhupada was asked about white sugar and His Divine Grace's comment was that in KALI YUGA everything was comtaminated. He considered avoiding sugar was impossible. On the other hand Srila Prabhupada in Mayapur said it was better to do everything by devotees as anything done by karmis got some of their karma rubbed off on it. When it was done as a devotional service by devotees, especially on temple property, it was karma free. Srila Prabhupada also advised the Mayapur devotees to use gur instead of outside sugar. Generally things made by non-devotees usually can't be offered to Lord Sri Krishna unless they are raw ingredients which are cooked by devotees. In some temples nothing pre-cooked by non-devotees is offered.
