In North India unmarried girls don't cover their heads, but generally married women do (except now in the big cities this is also being dispensed with to a large degree, but that is modernization). The dress code in the temples in many religions is different that other places. In Sikh religion any visitor to a Gurudvara has to cover their head! So in the temple room there may be one code, but outside of the temple room could be another code as well. More research could be done to find out what Srila Prabhupada said about women covering their heads, etc. I know it is part of the marriage ceremony after applying sindhur.
