It would be nice if you quoted the sastric references that you refer to as

examples. A saktyavesa avatara is an empowered incarnation so it means that

an individual soul was empowered in some particular area with Lord Sri

Krishna's transcendental potency. Like Narada in Bhakti and Prthu Maharaja

in Ruling. They are also engaging in the pastimes.

An expansion is a fully potent form of the Lord full in all 6 opulences.

There are also expansions of the Lord in the spiritual world that don't

descend to the material world. An incarnation means a form of the Lord that

descends to this material world from the Spiritual World. There are a

variety of incarnations like purusa avataras, saktyavesa avataras, guna

avataras and arca avataras to mention some who come to this material

material world to uplift the conditioned souls.

Lord Rama is an expansion because he is an expansion. The sastra has

confirmed that he is an expansion of Lord Sri Krishna. See Brahma Samhita

for instance.
