Lord Sri Krishna Caitanya Mahaprabhu says anyone who chants hare Krishna even once is a devotee. However we should deal with the devotees according to their advancement. 1) Those who chant, but don't follow regulative principles and are not fixed up we can respect in the mind, but we shouldn't associate with too intimately. We can be cordial and formal in our dealings with them and encourage them in their devotional service. 2) Those who are initiated and following Reg's, etc. not envious by nature, can be offered pranam and called "Prabhu". They can be associated with more intimately. 3) Those devotees who are very advanced and are always absorbed in Krishna consciousness and representing Srila Prabhupada purely can be taken shelter of.
