If you are exactly quoting Srila Prabhupada please put "" quotations marks. There is such a verse that says that since the fish eat all the dead meat in the water including cows, dogs and whatever, therefore fish meat is considered most abominable. I have heard that the karma for eating fish is less then for eating a cow. What is being described here is the effect on the consciousness of the consumer of fish. Srila Prabhupada mentioned that fish eaters get some kind of material intelligence, but the ability to understand spiritual matters is reduced. On the other hand consuming cows milk increases ones material and spiritual intelligence. I hope that this finds you in good health.
