Good question! A lot depends on how these two words are defined. Karma is the law of actions and reactions. It is applied almost mechanically for non devotees. Usually the "Will of Providence" is used when somehow someone is put into a situation which is considered to be an intervention of the Supreme Lord and for creating a situation which will somehow or other be beneficial to one's Krishna consciousness. Will of Providence is usually used for devotees or for those who are aspiring devotees or transcendentalists. That is how we see these phrases used. I hope that this finds you in good health.
