Let anyone who says something like that prove it. The onus of proof is on the person saying the rule. There may also be some very detailed rules, but some of these rules Srila Prabhupada considered details and not essential to follow. I could imagine some devotee trying to swallow an oversized tulasi leave and choking on it. One should respect Tulasi. Using tulasi for medicine was objected to by Srila Prabhupada.
