I don't know about a sikha which is too short to tie. But male devotees are recommended to have a sikha. so if your hair is too short I don't see any problem. It seems that sometimes Srila Prabhupada's sikha was short and untied, but that wasn't a problem. I have never heard of cutting off the sikha for this reason.
