As you know, the majority of ISKCON members are householders and congregational members - not the residents of temples, and I have practically never seen that GBC or ISKCON would care about their material welfare. Although one of the major duties of Ministry of Health and Welfare already includes proper care of spiritual and material welfare of ISKCON members, as it is stated in ISKCON laws. There were some individual arrangements, but there was never established a social system. And even if GBC would desire to do so, where they will find sufficent funds for that? For me it's clear that there should be established some affiliate, but more or less independent structures (maybe something similar to labor unions), which would collect and spend funds in according with policy.
