That would be the equivalent of a varnasrama system. As the chief administrative king, Maharaja Yudhisthira would ensure that all the brahmanas were properly engaged and performing their duties correctly. So it is natural that the brahmanas be supervised as it were by righeous administrators, and it was also the system that the brahmanas would correct the administrators if they deviated from the principles of religion. This varnasrama system is a very healthy system of checks and balances. But in order for that to happen there must be a division between the brahmanas and the administrators. The current structure of the GBC merges both brahmanas/gurus and administrators into one super impossibly overloaded devotee, to the extent that he eventaully breaks, as we have seen with fifty plus fallen gurus over the last two decades. The GBC structure has to revert back to the original varnasrama structure which Srila Prabhupada implemented wherein sannyasis/gurus were not administrative GBCs. They were free and SAFE to study and preach constantly. And the GBC grihastha administrators were free to face management problems. This is varnasrama and Srila Prabhupada specifically stated that he wanted varnasama in ISKCON. > "Caitanya Mahaprabhu recommended, sthane sthita.
