I think we should discuss this paper on the GBC Restructure conference with

a view to ascertain if we are duplicating what they are proposing, or

whether their proposal falls short of our expectations.

Sudharma told me that she didn't want it sent around for mass distribution yet

because, at this stage, she is looking for feedback and wants to know who is

receiving it so she can seek written comments from them. Based on that

feedback,

revisions will be made and a new draft for wide circulation created.
