Your impression will probably hold good if we uncritically accept the normal postulation that "leadership" means managerial or political positions. If we look at leadership in terms of spiritual laws rather than normative or legalistic ones, we may gain new insights about what and who is actually running ISKCON, how He/they lead it, and why. But if we choose to retain a managerial concept of leadership, it seems significant that the GBC hasn't clarified whether it should function in a chiefly brahminical, or chiefly ksatriya, capacity. It's also been slow to demonstrate the authoritative bases for its decisions, policies, and legislations--not unlike the moderator of at least one newsgroup I know.
