It's probabaly too late, and may not be feasible, but I just remembered a system I saw at an English 'Green Gathering' 15 or so years ago. Maybe you already know about it. They had a very large compost heap (I think it was mostly saw dust/wood chips) through which they had carefully distributed a hose pipe. They also built a large plastic/canvas covered dome next to it. As the compost heated up, water was slowly pumped through the pipe, and lead into mist type sprinklers in the dome just above head height. The pump was solar powered. Every morning the dome would fill up with festival goers, getting a free warm shower. It was very popular, and worked well, I tried it!. Maybe you could use the idea in Cornwall? It was only a mist, but it was surprising how efficiently it enabled one to cleanse ones self, excellent water conservation, and the water was very comfortable.
