Are they in the same green house yearround? Assuming you are in the Northern hemisphere, I would suggest getting them out of the greenhouse into a shadehouse outdoors, then clean up the green house as much as possible of any debris and then close up the greenhouse tight for at least two weeks and let it heat up - this can sterilize the greenhouse to a large degree and break the lifecycle of many pests. You will probably find that the mealybugs respond better to treatment outside also. If you can't immediately move them outside, do you have a circulating fan inside the greenhouse? Not the exhaust fan for venting hot air, but a separate fan to gently keep air recirculating inside the greenhouse. that may also help. Side note - 30 tulasis is probably too many. Been throught that cycle more times then I care to count. Be very careful when starting new plants to not overseed or get overenthusiastic.
