This might be one for the BBT stylesheet. administration the way SP is using the term is related to the actual management of any group of people (government). it has nothing to do with clerical functions. clerks are sudras. Even now the office of US President with all it's extensions (secretaries) is called the Administration of USA. No, ksatriya means many things, especially tolerant and compassionate. A ksatriya is one who is ready to kill his own son if his son is an aggressor and ready to protect the son of his avowed enemy if his son is innocent. Administers is the executive branch. Cops, soldiers, and polotical leaders, these are ksatriya types. However, a CEO of the bank is a Viasya, even though he administers. Also, the greatest warriors may not even be ksatriyas, see Dronacarya as well as the Avatar Parasuram, who made a mess of the whole ksatriya class many times. Sudras are also a valuable function in an ideal practice of VAD. Without legs, no one teaches, administers, nor provides for.
