I believe if you check some of the messages from March or April you will find

a letter from Hare Krishna devi grammatically why these should be written this

way.

 

It is also my belief that a serious reader would see the heading Prohibited

and become confused by the negative. The less attentive readers regardless of

what they read will soon discard everything included in these topics from

their minds.

Both sides have good points. I still think the standard should be legally

and grammatically correct.

 

But-- where there might be any ambiguity, a second sentence can be added

to insure that the meaning is completely clear. Theoretical example:

 

Prohibitted:

 

1. Inadequate pasturing for cows and oxen: Animals must not be kept

tethered in their stalls for extended periods of time.

Would an approach like this be useful to clear up parts that may be

ambiguous?
