Has the GBC filed the quarterly cow protection reports with the Ministry of Cow Protection and Agriculture? We must have the names of all the cows, calves and bulls/oxen in each report, as well as the approximate dates of birth. The report should also list which cows have died since the last report. That way we have a reliable means of assessing -- at least on the most rudimentary level -- whether ISKCON Law 507 providing for the minimum standards for cow protection is conscientiously being carried out by the project. Otherwise, the inevitable alternative is perpetual Kali-Yuga accusations/denials/coverups/quarrel. I only wish that the GBC could understand that ISKCON Law 507 is intended to keep the peace in ISKCON by insuring that the cows are properly cared for. If the cows are not properly cared for, and administration is not properly attended to, then it is certain that there cannot possibly be peace in ISKCON. Cause, effect? Still sending calves away? Funding has picked up again? Hypothesis. If they are still sending away calves, they are struggling for funding. We have received the following message regarding cow protection at Mayapur. Please reply to its validity. Also we have never received a GBC cow report from Mayapur. The Minimum Cow Protection Standards were voted as ISKCON law 507, by the GBC body in February of 1999. The Standards require that GBC quarterly reports be sent to this Ministry. The GBC may appoint a Monitor to fulfill these reports. These reports are a protection for your Yatra in that all facts are contained and if there are unfounded rumors they can be dissolved. However, we have received not one report, therefore we must ask you to please report the state of affairs. Please also read the second letter concerning the GBC reports. ISCOWP can again send these report forms to you via e-mail along with the Standards. Months ago, the Standards and report forms were sent via e-mail to all GBC with responsibilities for farm communities. The Standards are also available on www.iscowp.com . Soon the GBC report form will be available there also. Looking forward to your prompt reply. This is essential to insure that the concerns of the cowherds, who are often less articulate and less able to hold their own in an official meeting, are not brushed aside by some other administrative authority -- no matter how well-meaning -- of the temple. Our recent experience with the slaughter of cows at Murari Sevaka, where the GBC conscientiously maintained regular contact with the temple president, points strongly to the indispensible value of providing a forum for direct and private discussion between the GBC and the cowherd. This communication which is essential for the welfare of Krsna's cows, calves and bulls, is provided for by the following segment of ISKCON Law 507. Please note that even if a monitor is appointed to make 3 of the 4 reports required per year, the GBC is required to meet personally with the cowherds at least once per year. This is a most important provision of the Law. *********************************************** XIV LOCAL GBC RESPONSIBILITY Recommended fb.. 1) The GBC Should Quarterly a) Meet with cowherds and ox teamsters. This meeting should be a minimum of 1 hour and private. b) Visit every cow facility and traveling program and review records. (See Standard 1) c) Present written reports to the Ministry of Cow Protection and Agriculture. (Report forms will be provided to the GBC) fc.. 2) Investigation of Abuses When a GBC receives reports of cow abuse in his/her locale, the complaint must be investigated by the GBC and if found true, the situation must be corrected by consultation with local Farm Council and the Ministry. fd.. 3) Follow-up by Investigation Team. Where no action has been initiated after one week following investigation or if the Ministry deems the action insufficient, the Ministry will appoint an investigation team to create a report specifying actions needed to correct the situation. fe.. 4) ISKCON's Ministry of Justice Involvement. If corrections are not initiated within one month following the initial abuse report, the problem will be referred to ISKCON's Ministry of Justice for further action to protect the cows. Permitted ff.. 1) Monitor Appointed Substitute. The GBC may appoint a monitor to represent him in investigating cow abuse in relation to these standards and to fulfill his quarterly meetings and reports. The GBC must personally make 1 private one hour visitation to the cowherds annually and in addition visit the cow facilities annually, the monitor fulfilling all other duties. fg.. 2) Selection of Monitor. The monitor may be chosen from the Local Farm Council (the intent being he is knowledgeable in agricultural practices) or come from outside the community chosen because of nonagricultural reasons) and to be chosen at the GBC's discretion. fh.. 3) Response to Abuses Permitted standards are the same as recommended standards #2,3,4 above.
