I find it highly useful, though others may not. Take it as you will. In project formation in sustainable development projects there has been devised a very interesting analytical platform. I can not remember its given name, but I will call it the 6-star why-what-how-who-where-when analysis. Not only is this used in community participant projects in the government or NGO sector, both in urban and rural dvelopment, but many businesses also perform this when starting new projects. WHY WHEN____^____WHAT \ / \ / \/ \/ /\ /\ WHERE/__\_/__\HOW ' WHO The usual star is actually a 5-star model, with 'why' in the centre, I couldn't get that shape above so I put it as a star of David. 'Why' is usually looked at as a needs-based assessment, and once the need has been identified then it is often not looked at again. This poses problems as the reiterative bottom-up model may need a complete 'why' assessment over and over again. The problem is that once what, how, who, where and when have been flexibly fixed project managers and fund-backers are often reluctant to start from a new 'why' needs-based assessment. This shows major rigidities in projects, and at the end of the day these projects could fail the recipients because 'why' was not done well. 'Why' is the most important, and I have seen on this conference that devotees question 'why' a hell of a lot. This is good, the problem here though is it could lead to a slow progress into what etc, leading to project stagnation. Why? - why do we need a project (needs-based assessment), what is the project about (project vision), how are we to do it (mission statement and action plans), who are we that are doing it (human resources - management hierarchy and workers issues), where is it to be done and when (spatial and temporal specifics)? What? - what are the details of the project, how are we to impliment the details, who is to manage it and who are the workers who will do it, where is it to be done and when? Does the above detail meet the 'why' criteria, does it alter it in anyway to merit a change in the analysis of the needs of the participants and the project vision? How? - what are the exact mechanisms, the action plans, that are to be implimented to meet the mission statement to realise the vision? Who, where and when are the participants to fulfill the 'how'. Does the above detail meet the 'what' and 'why' criteria, does it alter it in anyway to merit a change in the analysis of the needs of the participants and the project vision? Who? - who are the people involved, why are they involved, how are they to be involved - what type of hierarchy is needed to meet the above criteria (flat consensual, pyramidal managers/managed, anarchic), what are the needs of the participants, are the participants in tune with 'why, what and how', are they activiely involved in the process or are they having something imposed upon them? Where and when are they active to perform the work to meet the above criteria. Where? - location specifics, do the specifics fulfil the needs, in what way and how, will the participants and the surrounding communities agree with the location? An environmental audit of the location would be needed and an environmental management system (EMS) construed (this could be a certified ISO 14001). When would the implimentation of the plan could in to play? When? - time specifics, do the specifics fulfil the needs, in what way and how, will the participants and the surrounding communities agree with the timing of locationed activities? 'When' is to be seen as long term and short term time management, especially in farming seasonality is highly important in the production cycle. I was also looking at the etymology (formation and meaning of words) of the word business, which in the dictionary the original sence of the word is Being Busy, which would now be called busyness, as business often takes other conotations. Therefore business in its truest sense should be the devotees highest wish, as KC is an active religion - people busy according to their nature with a particular free consciousness - busy for Krsna. It is as I agrued about capitalism that in itself is just the activity of capital, wealth. We should really identify with business and capitalism in their purest, true meaning, sense and not as the particular creed that we see around us that are only adjectives describing a type of the noum; ie money-grabbing, dog-eat-dog business or capitalism.
