Bhaktivedanta Swami Prabhupada, The ISKCON Minsistry of Cow Protection and Agriculture, is presenting (better in passive voice) a Rural Development Plan (Maybe Plan is too top-down, Project may be better suited) + (I would still use 'for the 21st Century' - it has present relevance to it - as the opportunity is always there, now is always here - and today to us can be defined as 21st Century) to establish principles of community (I would stay clear from community, too varnasrama, too polemic - stick to farming) based on the land and the cows that encourages participation in agriculture and horticulture (horticulture is the science of gardens, here grains are not included) and gives security to the participants. Another one from me below. I think it good to get the wording exact, because all else follows on from this.
